Community Engagement and Risk Communication Specialist (RCCE) – Poland


Within limits of delegated authority and under the supervision of the Incident Manager, and under the overall direction of the Head of WHO Country Office (WCO), and in close collaboration with WHO Regional Office counterparts. WHO and WHO Headquarters, and UN Volunteer partners will:

• Provide technical and operational support to overall health education/health promotion activities in strengthening and integrating community engagement and social mobilization strategies on the service delivery side; align with technical and operational priorities and objectives; and delivery through existing national and local structures;

• Ensure that community engagement and social mobilization strategies and implementation plans are evidence-based, coordinated and well-executed, drawing on anthropology and related behavioral and social sciences to that community concerns, socio-cultural beliefs and practices affecting public health interventions are taken into account;

• Work closely with technical teams to assess the integration and effectiveness of community engagement practices into technical SOPs based on context, e.g. access and use of health services, immunization and health promotion, etc. Identify strengths, weaknesses and gaps; design interventions to address weaknesses and gaps, e.g. training/capacity building, supervision, tools, etc. ;

• Collaborate with health authorities to ensure that appropriate monitoring and evaluation tools and mechanisms for community engagement and social mobilization are in place at national and subnational level and ensure results are integrated into technical and operational decision-making;

• Contribute to national capacity building by identifying needs, developing, operationalizing and implementing a capacity building and training plan;

• Provide regular feedback to the incident management team, national authorities and partners on adapting response strategies for effective and achievable community engagement in affected areas;

• If necessary, conduct formative research and/or liaise with stakeholders/partners conducting socio-cultural research;

• Perform any other task related to a specific incident, as required by the functional supervisor.

Results/expected results:

As an active member of the WHO team, efficient, timely, responsive, friendly and high quality support provided to WHO and its beneficiaries in the performance of its functions, including:

• The mission of WHO’s Health Emergencies (WHE) Program is to assist countries and coordinate international action to prevent, prepare for, detect, rapidly respond to and recover from epidemics and emergencies .

• Capacity development through coaching, mentoring and formal on-the-job training, when working with (including supervision of) national staff or (non-)governmental counterparts, including Implementing Partners. work (IP);

• The age, gender and diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;

• A final statement of achievements in volunteering for peace and development during the assignment, such as a report on the number of volunteers mobilized, the activities they participated in and the capacities developed.
